Constantine Blyuz speaking at a conference

“The present state of our energy sector is disappointing, while its future is brilliant. Yet when that future becomes the present, it is disappointing once more—and the next future is brilliant again.”

01 Biography

One biography, several chapters

“The government always blinks first—because it has more eyes.” (c) Constantine Blyuz

Since 2000, my work has focused on the Israeli and regional energy industry. From 2010 to 2020, I served as Deputy Director of the Natural Gas Authority; for more than a decade, I have also taught at academic institutions and spoken at local and international forums.

Since 2023, I have worked as a consultant to industry and institutional clients — including power system operators, IPPs, infrastructure companies, local gas distribution companies, energy exchanges, investment institutions, rating agencies, insurance brokers and others.

Beyond energy, my experience includes two years as an Israeli diplomat, management of an artistic agency, co-founding enterprises and charitable NGOs, and presenting my first musical. My first novel was published in 2025; a second is scheduled for publication in 2026.

Main Activities as an Energy Regulator

“We wanted to do good deeds, but feared the wider implications.” (c) Constantine Blyuz

2004–2009

Early Industry Development

I was involved in developing the Israeli natural gas industry from its early stages, first as Economics & Tariffs Manager. During this period, I participated in negotiations on natural gas import contracts with Egypt and Shell, formerly BG.

Selected achievements

Developed the methodology and model for natural gas transmission tariffs.

  2. 02

Created the conditions for financing the construction of the transmission system through negotiations with international rating agencies, including S&P and Moody’s, and financial institutions.

Prepared the Master Plan for the Israeli Natural Gas Market through 2035.

  4. 04

Formulated the General Transmission Agreement and Standard Distribution Agreement — commercially oriented contracts applicable to all market participants.

  5. 05

Regulated natural gas imports from Egypt.

2010–2020

Deputy Director of the Natural Gas Authority

From 2010 to 2020, I served as Deputy Director of the Natural Gas Authority and participated in many of the major decision-making processes shaping Israel’s natural gas policy.

Selected achievements

  1. 01

Prepared and issued six tenders for Local Distribution Companies and CNG shippers, and awarded licenses.

  2. 02

Formulated and implemented a program to accelerate the development of distribution networks, Tochnit Haheatsa.

Submitted statements and affidavits in various court proceedings.

  4. 04

Established service orders and rules for license holders and handled arbitrations between license holders and consumers.

  5. 05

Represented Israel as a speaker at international forums in Ukraine, Austria, Italy, Belgium, Cyprus and elsewhere.

2009–2019

2010–2018

Long-Term Policy and LNG

I participated in the two interministerial committees established to examine Israel’s long-term natural gas policy, in 2012 and in the revised process in 2018. From 2010 to 2013, I served as coordinator of the government’s efforts to bring LNG to Israel.

Selected achievements

  1. 01

Prepared the official forecasts of natural gas demand in Israel in 2007, 2012, 2014 and 2018, which were used by the Government of Israel in formulating its policies.
